		<description>I agree Brad.  The industry has matured and seen the pain that Microsoft and others have gone through.  If security/compliance is not &quot;baked-in&quot; at the outset, the cost of &quot;bolting-on&quot; often far exceeds that of having planned for it.

By accounting for compliance continually (as another department or business function) overall bank risk and security will be greatly improved and cost most likely reduced.</description>
